update 9b: Overdrive

Update includes:
- significantly better frames per second, especially in the long run. (with a lot of buildings)
- content...... I don't wanna spoil anything cuz I want it to be a surprise.
- rain has been relegated to fog and rain sounds - rain effects weren't efficient.
